To solve this problem, make sure that you have the Microsoft 2010 C++ Redistributable Packages installed, which may or may not be available to download from Microsoft.
If you continue to experience ClamAV issues afterwards, then perform the following:
- Stop the SmarterMail Service
- Navigate to C:\Program Files (x86)\SmarterTools\SmarterMail\Service\Clam\etc
- Delete clamd.conf and freshclam.conf
- Restart the SmarterMail service
